This Code of Conduct applies to all CPYC volunteers under the age of 18. A separate Code of Conduct applies to anyone aged over 18. This Code will help you work safely with others in a team, protecting the team and yourself. You have a responsibility to look after yourself and others. Others will look up to you and follow your lead. It is important to set a good example and remember that you are an ambassador for CPYC, principles and mission.
TO ENSURE THE SAFETY AND WELL-BEING OF ALL CPYC volunteers BOTH ON AND OFFLINE, I WILL:
• Think and act safely. If I see a hazard, I will immediately remove, report, and alert others.
• Remember that I have influence and power over others and will not take advantage of this.
• Follow activity rules and Adult-to-Youth ratios.
• Encourage people to speak up about issues related to personal or Group safety that concern them.
• Not exploit others, show favouritism, engage in a relationship or flirt with the youth I supervise.
• Not smoke in front of youth or refer to consumption of tobacco, drugs or alcohol.
• Not take part in CPYC programming or activities if I am negatively affected by any substance or prescription drugs.
• Immediately report any concerns of abuse, bullying, harassment or other inappropriate conduct.
• Act to prevent and stop hazing, bullying and harassment.
• Not play physical contact games, make suggestive remarks or jokes with the youth I supervise.
• Think carefully before I post online, including giving out my personal details and sharing without permission. • Remember that I am entitled to be respected, safe from harm and not be exploited.
• Say “no” to anyone who asks me to do something that makes me feel uncomfortable or unsafe.
• Ask for help from an adult I trust if anyone makes me feel uncomfortable, worried or scared.
• Abide by the By-Laws, Policies and Procedures of CPYC. I understand that participation in CPYC is voluntary but requires commitment and regular participation, as well as an effort to learn and adhere to the training content.
• Accept that I will lose my active volunteer status if I discontinue regular, at least once-a-month, participation in CPYC training events. I will at that point return all clothing or equipment which I have received from CPYC. Should I choose to participate actively and regularly again at a later point in time, I will have to re-pay the volunteer intake fee.
• Remember that although I am trained to help myself and others, rescue is teamwork, youth are not operational rescuers, and my own and my teams’ safety is always more important than anything else.
I understand that participation in CPYC programming and activities involves a certain degree of inherent risk, including the risk of possible accidents, physical injury, or exposure to the COVID-19 virus or other infections or infectious diseases. After carefully considering the risks involved, I have full confidence that reasonable precautions and protocols will be taken and/or implemented by CPYC to ensure the safety and well-being of volunteers and participants. I will take, to the best of my ability, reasonable precautions to ensure the safety of other volunteers (youth and adult), participants of CPYC programming and activities, as well as my personal safety. I have read, understood, agreed to and signed the Code of Conduct, and I will abide by the Code of Conduct as a condition of participation.
As a Civil Protection Youth Canada (CPYC) volunteer
I WILL:
• Get a vulnerable sector check as required and immediately notify CPYC if I am the subject of any criminal investigation, or any allegation or concern related to youth safety that may impact my ability to participate in CPYC activities.
• Ensure that I follow the two-youth rule and always have another CPYC adult volunteer present or copied when I am in contact with a youth volunteer, whether in-person or online.
• Remember that my conduct must always be obviously safe to others and that my intention does not make a situation safe.
• Follow all safety requirements of CPYC including risk and hazard reviews for all activities.
• I will subscribe to the Mission, Principles, Practices and Methods of CPYC.
• Remember that CPYC’s focus is to create disaster readiness and community resilience through youth engagement, thus I will be encouraging and supporting youth contributions, leadership and empowerment as we jointly learn, train and work towards achieving CPYC’s mission.
• Respectfully challenge behaviour or attitudes that I believe are inconsistent with CPYC values.
• Treat everyone with fairness, respect and dignity.
• Encourage people to speak up about issues related to personal or group safety that concerns them.
• I will use positive discipline, promoting good behavior by guiding volunteers towards positive solutions during disciplinary discussions rather than focusing exclusively on bad behavior.
• Immediately report any concern for the welfare of youth or allegations of abuse to the authorities and to CPYC leadership.
• Protect the personal information of others, keeping it secure and using it for CPYC purposes only.
• Immediately report any breaches of this code to CPYC leadership.
• Abide by the By-Laws, Policies and Procedures of CPYC. I understand that participation in CPYC is voluntary but requires commitment and regular participation, as well as an effort to learn and adhere to the training content.

I WILL NOT EVER:
• Behave in such a way that anyone could misinterpret my actions no matter how well-intended.
• Use my role in CPYC to have contact with youth volunteers outside of CPYC.
• Engage in any form of inappropriate relationship with youth or exploit them in any way.
• Ignore or trivialize abuse, harassment, bullying, hazing or bad behaviour.
• Have one to one contact with youth online or in-person or in transit.
• Use language and discipline that is demeaning, embarrassing or degrading.
• Smoke in front of youth. • Consume alcohol on CPYC activities for youth.
• Take part in CPYC programming or activities if I am impaired by any substance.
• Allow any allegation or concerns of abuse to go unreported.
• Rely on just my good name to protect me.
• Engage in inappropriate conduct or behavior with youth, including suggestive remarks threats, even in fun.

In consideration of ____________ (the “minor”) being permitted to participate in the activities of Civil Protection Youth Canada (“CPYC”) including the use of CPYC’s facilities, premises, equipment and tools, now and in the future, I hereby agree to release, indemnify and forever discharge CPYC, its agents, property owners, members, shareholders, officers, directors, managers, partners, employees, volunteers, manufacturers, participants, lessors, affiliates, its subsidiaries, related and affiliated entities, successors and assigns (the "RELEASED PARTIES"), on behalf of myself, my spouse, my child(ren), my parent(s), my heir(s), assign(s), personal representative(s) and estate as follows:
1. I acknowledge that although the CPYC training program is first and foremost about hazard awareness, health and safety and safety in operational scenarios, and as a team, certain known and unknown risks cannot be fully eliminated as with any other physical activity taking place in the outdoors including the use of natural materials and tools, and the RELEASED PARTIES cannot be held responsible for any physical or other harm occurring during or as a result of the CPYC training program. I expressly agree and promise to voluntarily accept and assume all of the risks existing with all activities at CPYC on behalf of the minor.
2. The minor’s participation in these activities is purely voluntary, and I elect for them to participate in spite of all known, and unknown risks. I hereby voluntarily release, forever discharge, and agree to defend, indemnify and hold harmless RELEASED PARTIES from any and all claims, demands, or causes of action, which are in any way connected with the minor’s participation in the activities with CPYC or use of CPYC’s facilities, premises, equipment or tools, including any such claims which allege negligent acts or omissions of RELEASED PARTIES.
3. I further hereby acknowledge, that while the CPYC program and activities are designed to teach participants to be able to assist in emergency situations and grow and develop into capable adult responders, any assistance provided to anyone outside of the CPYC activities by a minor participant or former minor participant are at the risk of the minor. The RELEASED PARTIES assume no responsibility of liability for any actions taken by the minor and the minor agrees to release, forever discharge, and agrees to defend, indemnify and hold harmless the RELEASED PARTIES from any and all claims or causes of action connected to the minor’s assistance provided to members of the public.
4. I agree that if any portion of this agreement is found to be void or unenforceable, the remaining portions shall remain in full force and effect.
5. I agree that this Waiver is made on behalf of the minor participant and that all of the releases, waivers and promises herein are binding on that minor participant. I represent that I have full authority as Parent or Legal Guardian of the minor participant to bind the minor participant to this waiver.
6. I further agree to defend, indemnify and hold CPYC harmless from any and all claims or suits for personal injury, property damage or otherwise which are brought by, or on behalf of the minor, and which are in any way connected with such use or participation by the minor, including injuries or damages caused by the negligence of RELEASED PARTIES.
7. I confirm that I have read and understand this Waiver in its entirety. I understand that it represents the entire agreement between myself and CPYC (and the RELEASED PARTIES), and is binding on myself and anyone claiming through or under me. I on my own behalf am executing this Release freely and voluntarily without any compulsion on the part of CPYC or any of the RELEASED PARTIES.
I hereby grant permission to Civil Protection Youth Canada (CPYC), to use, including to display publicly or to perform, the above-named minor’s image, likeness, or voice recording on the CPYC web site or in any other official CPYC publications or social media posts without further notice or compensation. I hereby consent that any such image, likeness, or voice contained in photographs, recordings, and tapes are the property of CPYC, which shall have the right to print, reprint, publish, copy, vend, perform or represent publicly, or create derivative works based on and using the image, likeness, or voice depicted in such photograph, film, or sound recording as it may desire free and clear of any claim whatsoever on my part or the part of the above-named minor. I also understand that once the above-named minor’s image, likeness, or voice recording is published on a web site, it can be downloaded by any computer user. Personal information, such as a minor’s full name, parent/guardian’s names, addresses and telephone number will never be published. If a minor’s name is used with a photograph, film, or sound recording, it will be in the form of a first name and last initial. For example, student Jane Doe may be listed as “Jane D.” Therefore I agree to indemnify, defend and hold harmless CPYC, its officers, employees, agents, successors and assignees (the “Indemnified Parties”) from and against any and all claims and liabilities resulting from this publishing. Permission is granted for the use requested above.
